Lina Garcia Seabold

Lina Garcia Seabold brings over 30 years’ experience in both the private and public sectors in the construction industry through design, contract management, small business advocacy, and human relations training, which helped her acquire real world knowledge and expertise needed to facilitate transformative change in professional lives and in organizational culture initiatives.

Lina’s experience includes two construction phases of Tri-Met Light Rail Projects (Eastside and Westside) where she administered the Agency’s Disadvantaged Business Enterprise Program. In this capacity, she worked with national construction industry representatives, bidding on large-scale and small-scale construction projects, working toward meeting or exceeding diversity, equity and inclusion (DEI) goals. She identified and developed contracting, mentorship opportunities, and workforce development efforts for local construction industry companies in the Pacific Northwest. Lina went on to work on legislation for the state of Oregon’s First Minority Business Advocate Office, under Governor Neil Goldschmidt, and successfully launched that office.

Additionally, Lina’s experience includes design, construction, and management of senior housing in Washington County and Arizona, as well as various affordable housing projects in Oregon. In the fall of 2018, her son, Alex, along with Lina and her husband, Steve, decided to form GSI Builders, Inc. GSI Builders, a Latino-Owned General Contractor and is currently pursing affordable housing, senior housing, and multi-family projects in Oregon and southwest Washington.
